Criteria include graduation from a Texas high school or receiving a diploma equivalent in the state; a residency requirement; and the student’s signature on an affidavit showing the intent to apply for permanent resident status as soon as possible.

People who are not citizens or permanent residents, but who are classified as Texas residents for higher education purposes, represented just 1.5 percent of all students enrolled in Texas public higher-education institutions in 2015, according to the Texas Higher Education Coordinating Board.
